Purpose

It is carried out to identify risk factors caused by the ship's type and age, and to prevent accidents and to assess whether the management status of the ship meets the criteria of the association.

Backgrounds

Application of Insurance rate

  • Article 13 (Compliance with inspection obligations)
    • 1. The association may require the Insurance contractor to carry out an inspection of the surveyor designated by the association and the seaworthiness of the member's ship within the period designated by the association for the purpose of preventing damages and expenses which are the subject to compensation.
      In the event that the Insurance contractor does not perform this inspection, the association may terminate the Insurance contract after the period of time, refuse compensation for damages and expenses incurred on the member’s ship, or reduce the amount of compensation.
    • 2. The Insurance contractor shall implement them in the event of recommendations or points made by the surveyor, and if the Insurance contractor fails to fulfill the recommendations or points, the association may terminate the Insurance contract of the member’s ship or refuse compensation of damages and expenses or reduce the amount of compensation resulting from the failure to comply with such recommendations or points.

The terms and conditions of Ship Insurance

  • Special terms and conditions of ships without ship classification
    • 1. The Insurance contractor shall receive the condition survey from the surveyor prior to commencement of insurance or within () days after commencing of insurance, and shall carry out all recommendations or points of the surveyor.
    • 2. The association shall not be liable for compensation in the events that the condition survey of 1 above is not implemented or the recommendations or points are not carried out.
  • Special terms and conditions for tugboat and towed ship
    • 1. The Insurance contractor shall receive a towing inspection from a surveyor company on the eligibility of the tugboat, towed ship, towing method and cargo loading method prior to commencement of the first towing operation during the Insurance period and shall meet all recommendations or points of the surveyor.
    • 2. In case of sailing by towing of a tugboat which has not surveyed after the first towing survey in the above 1, the towing survey specified in the above 1 needs to be taken again before sailing by towing
    • 3. The association shall not be liable for compensation in the event that the towing survey of 1 or 2 above is not implemented or the recommendations or points are not carried out.

    • (1) Overseas-operated ships (including temporary oversea-operated ships)
    • (2) Ships designated by the association, such as special working ships, among domestic-operated ships
  • Survey (Inspection) Interval
    • (1) In case of new and re-subscription: before the commencement of insurance
    • (2) In case of continued subscription
      • ① Oil tankers (ships whose age is over 15 years and whose type is persistent, non-persistent and chemical cargo (화종) ships) shall be surveyed every year
      • ② Cargo ships (ships whose age is over 15 years and whose subscription amount is over US$10 million) shall be surveyed annually
      • (3) Overseas-operated ships with changing sailing zone: shall be surveyed before sailing abroad
  • Survey fee: borne by the association (the limit is KRW 1.2 million for domestic survey and KRW 2 million for overseas survey)
  • Survey format
    • Association format or format approved by the association
  • Surveyor
    • Surveyors registered in the government, surveyors designated by the association (KR, KST and so on)
  • In case of shipowner’s liability protection and indemnity (P&I) Insurance, an exception to the Condition Survey is allowed
    • New subscription: in case that a temporary sailing survey of ship classification has been carried out (including KST), the Condition Survey shall be suspended only for the voyage specified in the certificate.
  • Acknowledgment of exception to Towing Survey
    • ① In case that the towing force specified in the towing force certificate or the tugboat sailing survey certificate to be changed is greater than the total resistance on the report of floating dock (barge) when the barge (floating dock) inspected by the Towing Survey is towed within the coast of the Republic of Korea by another tugboat within the validity period of the survey report.
    • ② In case of towing in the coastal waters of the Republic of Korea to avoid natural damages caused by typhoons or tsunamis
    • ③ In case that general floating docks (barges) (usage standard on ship survey certificate) operating within limited areas (construction areas designated for sailing and by the association approval) are towing in the same area

  • What to survey (Object to be surveyed): overseas-operated floating docks (barges) (including temporary overseas-operated ships, excluding floating docks in the port)
  • Survey interval: before overseas sailing for towing (every year)
  • Survey fee: borne by Insurance contractor
  • Survey method: conduct a survey for each tugboat in tugboat row
    (However, comprehensive towing surveys are allowed)
Risk Survey
  • What to survey (Object to be surveyed): all member’s (registered) ships
    ※(Condition Survey) excluding ship to be surveyed, government ship and passenger ship
  • Survey interval: once every 3 years based upon ship age (additional surveys are allowed for the accident-prone ships)
  • Survey fee: borne by the association

Lay-up Survey
  • What to survey (Object to be surveyed): Ships that have joined the lay-up ship Insurance of the association exclusively
    ※(When ships registered in the sailing Insurance join the lay-up ship Insurance), the survey will be released in the event that subscription period is less than 6 months
  • Survey interval: before the commencement of insurance (before joining the lay-up ship Insurance) (every year)
  • Survey fee: borne by Insurance contractor
  • ※ Validity period of survey report: 1 year from the survey date (if there is an existing survey report, the survey will be suspended until the expiration date of validity period)
  • ※ Comprehensive Towing Survey: the survey conducted on multiple tugboats and barges (floating docks) in case of managing and operating multiple tugboats and barges (floating docks)
  • ※ Steel Pre-loading Survey: Support for survey costs within 5 times per ship for ships shipping more than 500 tons of finished steel
